Students from Samara University discussed issues of countering international terrorism in the intellectual role-playing game “SCO Model”.

The game took place at the Primakov Centre and was organized by the Unitis Club.

Participants—representing member states and observer states of the Shanghai Cooperation Organization (SCO)—presented their countries’ positions before engaging in informal debates. During the discussions, delegates consulted on key agenda issues and proposed amendments to a pre-drafted Joint Statement (communiqué). This was followed by a review and vote on the amendments.

The participants were welcomed by Sergey Zakharov, Head of Interregional Cooperation at the Department of External Relations. He noted that interregional cooperation with SCO partners is a key priority for the Samara region, which shares historical ties with many of these countries.

“We truly have much in common with Kazakhstan, Uzbekistan, Tajikistan, and Kyrgyzstan. Reconciling diverse perspectives and positions isn’t always easy, but we manage to do so,” he remarked. “Interregional cooperation among SCO countries is typically based on mutual benefit. This not only fosters economic integration but also brings peoples closer together, opening doors to new cultures and traditions. It is crucial for SCO participants to deepen their understanding of each other’s history, culture, politics, and economy, as this knowledge will help elevate the SCO to a fundamentally new level of development. And this applies to you, esteemed participants.”

Sergey Zakharov added that the ideas and proposals from the simulation game would be reviewed, with the best ones implemented in practice.
